As a rule, anybody has the right to submit an application.

Only the people originating from the following countries have no right to take part in the selection by drawing lots:

Great-Britain (aside from Northern Ireland )
People’s Republic of China
Pakistan
India
The Philippines
Vietnam
Haiti
South Korea
Canada
Mexico
Jamaica
El Salvador Republic
Columbia
Dominican Republic

(The border line is important here! If your native country has changed its name or dimensions these last few years, you have to give its present name)

However, you have the right to take part in the draw if your spouse is native of one of the countries admitted by the rules, or if your parents were in the country in question at the time of your birth for a fixed period.

The only further particular condition is the obtaining of the technical high school diploma corresponding to the American High-School final examination, or a 2 year consecutive or not professional experience in either sector.

No certificate is required as far as your education or professional experiences are concerned! It is only once you have been accepted that you will have to personally show your certificates to the immigration authorities to the American Consulate of your official place of residence.
